Anywhere nearby for foreign students to learn English?

My Basque niece wants to come this summer to learn English. I know that she could go into the city to do so, but she is young and may not want to have to do that regularly. It would be better if she could take classes locally and save the trips to the city for fun. Even better if she could take public transport, as we only have one car. Thanks!!

I think the Adult School has a program.  I remember someone taking it but don't know the details.
