It looks like our Maltese after he had a good roll in some wet grass. But last time I checked ours was inside our house! Hopefully he did not break out! Does he answer to Winston by any chance??
Can't really telling he's responding to the name or just responding in general.

For ladymc .. I attempted to rotate the photo, but doesn't seem to be loading.

That is great news! For a second I was nervous since ours also has a blue collar but the tag is attached and doubt it would fall off without losing the collar as well.
