Has anyone used task rabbbit or the like ( seeking someone to build an excel spreadsheet)

While I have not personally used the service, a friend who is quite computer savvy used Odesk to build his websites. The websites were pretty complex and work well. He didn't pay much either, so you may want to post your request and check out the replies.
