Question about transferring NJ Vehicle Title

So, I've got a car under my name that I want to give to my son, who has just moved to Philadelphia.

Does he need to transfer the title to his name in NJ first, or can he just do it in PA?

(side note: when filling out the title, I crossed part of my address line out. Turns out NJ MVC hates that. It made the title invalid and I had to pay $60 to get a new one. LOL    Today I bought erasable pens.)

You can just sign the back of the title and give it to him, then he can register it in PA.

No PA license yet. Yeah, I guess that's the first step. Forgot about that.
